A microfibre cloth is a good option for cleaning blinds. These cleaning cloths do not require any cleaning fluid, they work when dry or damp with just water.
Other blinds:
If you have retractable cloth of vinyl blinds you can usually remove the blind and clean it while is lies on the floor. The blind can be vacuumed with a soft brush attachment or wiped with a damp cloth. Be careful not to get any metal part wet as this can lead to rust.
It is often okay to vacuum retractable blinds while they are hanging.
The metal mechanism of the blind can be lubricated with silicone spray. Do not use oil or WD40 as these are too harsh.
